It's another legacy of many years of apartheid and racism. Oppressing so many millions of South Africans in the course of centuries of white rule left them with no civic spirit, and no desire to maintain a nation greater than their own petty, criminal actions. This is why racism is so poisonous. Even when official policies are reversed, the effects of oppression will take many more generations to reverse--and in the meantime, many more people will lose their livelihoods (and possibly their lives.)
